Procedures of the customs declaration for the import and export of the processing trade
The requirements for the procedures of the customs declaration for the import and export of the processing trade are as follows:
1. The enterprise should meet the following requirements to undertake the procedures of the customs declaration at the ports for the import and export of the bonded cargoes
(1) The enterprise has applied and obtained the Registration Pamphlet which is in the valid period
(2)The record files of the enterprises Registration Pamphlet on processing trade should be available at the computer of the customs at the ports who accept the customs declaration
(3) The record files of the enterprises Registration Pamphlet on processing trade on the computer should be in the valid period
(4)When it comes to non-local customs declaration with IC card, the enterprise should apply for and acquire an IC card.
2. The operation flow for the enterprise to apply for the import and export of bonded cargoes is as follows:
Pre-input of the customs declaration documents----Examination of the documents----Inspection----Customs release
3. The enterprise should prepare the following documents before the customs declaration:
(1)Valid Registration Pamphlet on processing trade
(2)The customs declaration document of the import or export cargoes that has been pre-input
(3)Other related documents required by the Customs House
The customs declaration document of the import or export cargoes should be filled up according to the requirements of the Customs of the Peoples Republic of China for Filling Import and Export Customs Declarations and should pay attention to the following aspects:
(1) A single piece of customs declaration document can only include the export of the finished products or import of the materials and parts under the entries of one Registration Pamphlet; or else a separate customs declaration document is needed;
(2)The column of record number should be filled with the pamphlet number of actual import or export;
(3) The column of trade methods should be filled with an answer from provided according to the actual condition, including processing with supplied materials 0214, corresponding imported materials 0615,non-corresponding
imported materials0715,and the processing of imported materials by one of three types of foreign-funded enterprises 2215;
(4) The number, name, specifications, and measurement units of the cargoes that the enterprise declares for the import and export should be coherent with the imported materials and parts, or the number, name, specifications, and measurement units of the finished products for export on the registration pamphlet on processing trade.
4. When declaring to the customs, the registration pamphlet on processing trade should be filled according to the following format: the basic information of the imported materials and parts (including date of customs declaration for the import, the name of the transportation means, the cargo name, specification, quantity, and value) should be filled in the column of customs declaration form for the materials and parts for import of the registration pamphlet; the basic information of the finished products for export (including date of customs declaration for the export, the name of the transportation means, the cargo name, specifications, quantity, and value) should be filled in the column of registration form for the finished products for export.
5. In accordance with the circular of the General Administration of Customs of the Peoples Republic of China, the Registration Pamphlet should not be issued for the auxiliary materials of below 78 varieties and USD5000 supplied by the customers and that such materials should declare to the customs for import and export in the way of general trade instead of processing trade. The column of record number of the customs declaration document should be filled with CXXXX0000000, where from the second digit to the fifth digit should be the customs area number. Other contents should be filled in accordance with the requirements of the Customs of the Peoples Republic of China for Filling Import and Export Customs Declarations.
